Manor Farm Phase 3, Stretham

In December 2014, the Stretham and Wilburton Community Land Trust (CLT) was granted planning permission by East Cambridgeshire District Council to build 50 new homes – including 15 affordable homes – a new community hub with a GP surgery and several small business units, an extension to the cemetery and large new areas of open space on land between Meadowcroft and Manor Farm in Stretham. Laragh Homes will be developing the site in partnership with the CLT.
Manor Farm will provide community-owned affordable housing for 15 local households, and the rents generated from these homes will provide an income that will be re-invested into other community projects in the parishes. The CLT will also own new spaces for leisure and employment. The housing that will be sold on the open market will subsidise the cost of these community owned assets.
The homes will be built in two phases, Phase 1 being the first 26 homes on land behind Meadowcroft; and Phase 2 the remaining 24 homes towards Manor Farm. Construction of Phase 1 is due to start on site in September 2015.

Phase 3

Plans have now been submitted by the CLT, Laragh Homes and local landowners to develop Phase 3 of Manor Farm.
We have submitted a planning application for:

  • 17 new private market homes including two, three and four bedroom homes;
  • 8 new affordable CLT owned homes, including one bedroom bungalows and two bedroom homes to meet identified local housing needs;
  • 1432m² of new open space, green buffer zones, footpaths and cycle ways

The 8 additional affordable homes will be owned and managed by the CLT. These will help more local people to continue to live and work in the area, and provide further income for the community.

Responding to public feedback

A public consultation process was held in April and May, in preparation for the planning application submission. We sent a newsletter to all properties in Stretham and Wilburton (more than 1350 in total), sharing our proposals for Phase 3 with you and inviting feedback. We also sent information to local councillors and community groups.
We received feedback from seven households and these comments were taken into consideration as we finalised our proposals. The comments we received from you reiterated the importance of protecting the amenity/privacy of the homes neighbouring the site on Sennitt Way.
In response to feedback, and following discussions held with the Council, these changes have been made to the plans:

  • The number of new homes proposed has been reduced from 26 to 25, reducing density
  • We have added an up to 7.5 metre wide hedgerow buffer between nos. 10 to 26 Sennitt Way and the proposed new homes, to protect resident amenity through screening and increased separation distances
  • We have changed some of the properties behind Sennitt Way to bungalows to again reduce the potential impact on existing homes
  • We have included some opaque windows on the new homes closest to nos. 14 and 16 Sennitt Way, to further protect privacy

In addition, we have provided a new equipped outdoor play space for local children.

We have changed the mix of the new affordable, community-owned homes proposed to include for more one-bedroom units to reflect local housing needs
We have also added a footpath link from Sennitt Way, Brook Lane and Meadowcroft through to the new open space, community facilities and GP surgery at Manor Farm
The plans also now include an area of hard landscaping next to the junction of Sennitt Way and Newmarket Road to improve highway visibility when exiting Sennitt Way (this was previously overgrown and unmaintained)
Now that the planning application for Phase 3 has been submitted, we would expect a decision from East Cambridgeshire District Council in the autumn/winter and, if approved, construction on Phase 3 would commence in 2017.
